Some years ago I got chatting to some guys on a bridge over the A69.

They explained that they were monitoring traffic for road maintenance, and the buried sensors could record axle-weights (and compute vehicle weights) as well as vehicle speeds.

The information was used only by the contractor responsible for maintaining the road to calculate charges paid by the 'Ministry of Transport' and wasn't an enforcement tool for VOSA or the Police (though that could change).
