John Deere Service Advisor V3 Inquiry

Hello everyone, I hope this is the right place to ask for help. I’m looking for some guidance regarding a tool I inherited from my father, who was a diesel mechanic throughout his life and worked on various heavy equipment. He recently passed away, and while I plan to keep most of his tools, there are a few I don’t have any use for, including this unit.

It seems my father used this tool until the end, but I’m unsure why he would carry around a broken one. I’m having trouble turning it on via the USB connection (the John Deere EDL V3). Does it need to be connected to something else to power it on? I want to verify that it’s functioning correctly before I consider selling it.
